FED:Solar to power soldiers in combat
Australian soldiers could soon be using the sun to power their devices in the field.
Wearable lightweight solar panels developed by the Australian National University convert
light directly into electricity via SLIVER solar cell technology.
The project's chief investigator Professor ANDREW BLAKERS says the new sliver cells
can be bent, meaning soldiers can roll them up and carry them long distances and unfurl
them when needed.
They can also be worn on a soldier's helmet, or on their front or back.
Army strategist, Major General JOHN CALIGARI says this would mean soldiers need to
carry fewer traditional batteries.

NSW:Sydney bank bandits left empty handed
SYDNEY, April 15 AAP - Two people who used a sledgehammer to smash their way into a
bank in Sydney's northwest fled from the scene empty handed.
Police earlier reported cash was taken but after speaking to bank staff and viewing
close circuit television footage they discovered the bandits were unsuccessful.
The thieves wearing balaclavas parked a black Audi outside a bank on Lexington Drive
at Bella Vista about 2.40am (AEST) on Friday.
They used a sledgehammer to smash their way through the glass windows and a wall to
gain entry to the ATM area. Security saw them flee in the Audi.
Anyone with information that can assist is urged to contact Crime Stoppers on 1800 333 000.

Parents of newborns will be the big winners from Saturday under the federal government's
paid parental scheme.
For the first time .. almost 150 thousand families will be eligible for 18 weeks' paid
leave at the national minimum wage of 570-dollars.
Those eligible must have worked at least 330 hours .. or more than a day a week ..
in 10 of 13 months before the expected date of birth.
Also from Saturday .. international travelling Australians will be slugged extra for
new and renewed passports.
And .. more than 900 thousand people on carer or disability support pensions, Austudy,
ABSTUDY and youth allowances will receive a modest boost to their payments.

QLD:Man pursues charges against Brunker

BRISBANE, Aug 18 AAP - A man who claims he was punched by a Labor candidate in a marginal
Queensland seat has lodged an official complaint with police.
Bowen Turf Club president Cyril Vains lodged the complaint against Labor's Dawson candidate
Mike Brunker on Wednesday, a day after claiming the party pressured him to hold off on
police action.
Mr Vains claims Mr Brunker, the mayor of the Whitsunday Regional Council, struck him
in the face at the weekend and hopes the candidate will be charged with assault.
Mr Brunker has admitted having a tussle with the 68-year-old on Saturday over campaign
boards being displayed at the race track's car park and entrance.
Mr Vains told AAP he had signed a statement at the Bowen police station on Wednesday
and the issue was now in the hands of officers.
"I'm hoping they will charge him with assault," he said.
Mr Vains, who says he's been a member of the ALP's Bowen branch for 37 years, also
wants the party to dump Mr Brunker as a candidate.
Mr Brunker said he had not heard anything from police yet.
"I don't know if he has (lodged an official complaint). He's been threatening to do
so all week," Mr Brunker told AAP.
"He has a personal vendetta against me and wants to keep this issue in the media, but
I bet come Saturday (election day) he'll drop the issue."
Mr Brunker said he was king hit by Mr Vains and he had reliable witnesses, including
deputy mayor Rogin Taylor and a church minister, to back up his version of events.
He said that after the election he might pursue charges against Mr Vains.
Comment has been sought from the ALP.

SYDNEY, April 10 AAP - As dolled-up young women descended on Royal Randwick's Autumn
carnival, animal protection campaigners also turned up urging punters to think about the
ugly side of horse racing.
Animal rights campaigners used Saturday's Derby Day, which traditionally attracts fashion-fixated
women adorned in cocktail dresses and chic hats, to protest against the racing industry's
use of the whip.
In contrast to the "It Girls" who treat the trackside like a runway, a group of models
appeared at Randwick with mock bruises on their thighs and arms, while holding signs saying
"there's nothing fashionable about whipping horses".
Long-time animal rights campaigner and Australian actress Lynda Stoner says despite
industry claims that whips in racing are used to encourage horses, its use "is nothing
less than physical abuse".
"Whipping racehorses is the epitome of workplace bullying, but the horses can't object,"
she said in a statement.
"Horses in the racing industry are literally thrashed as they approach the finish line
and big money is at stake.
"The lowest priority for the jockey is the welfare of the horse."

More of the asylum seekers badly burned in Thursday's boat explosion will be operated

Deputy Prime Minister JULIA GILLARD says 18 Australian Federal Police officers are
in Darwin working with the Northern Territory police .. and their conclusions will be
made public.
But she says she won't comment on an ongoing investigation .. adding the HOWARD government
often rushed out with half-baked reports on allegations that turned out to be untrue.
The injured asylum seekers from Afghanistan are in hospitals in Darwin .. Perth and
Brisbane .. where burns specialist MICHAEL MULLER says the first words of one patient
.. speaking through an interpreter .. were to thank staff for helping him.
Boat Evans (PERTH)
Immigration Minister CHRIS EVANS won't confirm that another boatload of asylum seekers
is on its way to Australia.
But he says authorities are on high alert because there's a chance of more arrivals
.. a situation the Opposition blames on the RUDD government's relaxed border protection
policies.
Senator EVANS has also dismissed reports of a huge funding boost for Indonesia to help
halt the influx of asylum seekers from the Middle East .. saying there's nothing new at
this stage.
Meanwhile the Greens are calling for boat arrivals to be allowed onto the mainland
instead of being shipped to Christmas Island for processing .. saying it'd be safer and
more humane.
Climate Wong (CANBERRA)
Climate Change Minister PENNY WONG says reducing carbon emissions is just like getting
fit .. it won't happen unless you have a plan to get there.
The government's climate adviser Professor ROSS GARNAUT has told a Senate hearing it
might be best to dump the proposed carbon reduction scheme and have another crack at it
later.
But Senator WONG says parliamentarians should support Labor's election commitment to
have a scheme up and running by next year .. and Opposition leader MALCOLM TURNBULL should
put the coalition's policy on the table.

FED:Tributes start for doctor who died on NZ's Mount Cook
SYDNEY, Dec 13 AAP - Tributes have begun pouring in for a Perth doctor presumed dead
after falling off New Zealand's highest mountain.
Dr Mark Vinar, 43, is presumed dead after disappearing off Zurbriggens Ridge, on Mt
Cook, on Thursday.
His 42-year-old brother, Miles, also of Perth, was found by a member of an alpine rescue
team and rescued by helicopter on Saturday morning.
He'd dug an ice cave and waited two nights for help to arrive.
Chief executive officer of Perth Primary Care Network, Chris Carter, who worked with
Dr Vinar, said his colleague was always willing to help.
"It's a pretty rare person that does the after-hours work and he was always a person
who said yes to a shift," Mr Carter told ABC Radio.
"He would always help us out in a hole.
"He will be very missed by us and he'll be very missed by the patients that received
services from him."
A search for Dr Vinar has been called off, with conditions and the avalanche risk making
it too dangerous to continue.
The men had flown to Plateau Hut, in the Mt Cook National Park, last Saturday with
plans to climb the mountain via the Zurbriggens route early on Wednesday morning.
The pair holed up high on Zurbriggens ridge on Wednesday night, but decided to return
to Plateau Hut on Thursday because of poor weather conditions.
But soon after setting off, Mark Vinar fell and disappeared.
Plateau Hut guides raised the alarm on Friday when the pair failed to return as expected.
Miles Vinar was spotted coming down the mountain at first light on Saturday, and picked
up by helicopter, Senior Constable Les Andrew said.
He told rescuers his brother fell on Thursday morning and he lost sight of him.
Miles Vinar continued to descend, but conditions were so bad he decided to hole himself
up in the snow and wait for help.
"He's climbed down a bit further and he's come across Mark's pack that had the tent,
the shovel and so forth in it," Snr Const Andrew said.
"But it was too dangerous for him to walk across to it.
"So, he's dug himself in with his ice axe and spent the night and it wasn't until this
morning when it was cleared up that he was able to signal where he was."
His missing brother is presumed to have fallen down to the base of Zurbriggens Ridge,
a crevassed and high avalanche danger area.
"There is no sign of the missing climber and it is presumed he has either fallen into
a crevasse and become buried, or has been buried under snow and ice debris," the New Zealand
Department of Conservation said in a statement.
"There has been 30cm of new, fresh snow."
A Mt Cook ranger told ABC Radio the terrain where the doctor fell was "a very steep
face on the side of our highest mountain (Mount Cook/Aoraki)".
"It is 45 degrees ice and rock. It is very alpine," he said.
The route the two men took was described as being a more difficult route than that
followed by most climbers.
"The sea is only 20km away so weather conditions change rapidly," the ranger said.
Speaking from the family home in Ardross, Perth, the climbers' father told AAP he was
too distraught to talk.
"I am their father. I just can't speak about it right now," he said through tears.
Earlier on Saturday, a male relative at the family home told AAP the family was feeling
"pretty miserable".
"He (Mark Vinar) has fallen into a crevasse, they can't get him out, that's all we
know," the man, who didn't give his name, said.
Miles Vinar was ill and "recovering from the ordeal", the man said, but had spoken
briefly with his wife in Australia.
"I wasn't party to the conversation, so that's all I know," he said.
Dr Vinar is the ninth person to die on Zurbriggens Ridge, and the 70th on Aoraki/Mt
Cook since 1907.
Thirty four Australian climbers have died in the national park, eighteen on Aoraki/Mt
Cook, news agency NZPA reported.
It is the second death on the mountain in seven days.
Japanese climbing guide Kiyoshi Ikenouchi died, while his friend and climbing companion
Hideaki Nara was rescued after being stranded on the mountain for a week.

Fed: Rudd says Ramos-Horta is a fighter
DARWIN, Feb 15 AAP - Prime Minister Kevin Rudd says his old friend, East Timorese President
Jose Ramos-Horta, is a fighter who still faces an uphill battle to recovery.
The president was shot twice when rebels attacked him outside his home in Dili on Monday.
He was airlifted to Royal Darwin Hospital (RDH) on Monday where he underwent surgery.
Mr Rudd, who visited RDH today after a lightning trip to Dili, said he was confident
his friend would pull through.
"He is a fighter, I know the old Jose .... he has got a bit of a fight ahead of him
still," Mr Rudd told reporters in Darwin.
"I simply visited him and said some quiet words to him.
"I would like to come back when he is up for it. I think he has a little way to go still."

CANBERRA, Aug 29 AAP - Payouts of more than $500,000 for doctors' mistakes such as
botched surgeries or incorrect diagnoses have doubled in recent years, new figures show.
Data released today on medical indemnity claims show that 62 patients or their families
- almost four per cent of all cases settled in 2005-06 - received $500,000 or more after
suing their doctors over error or negligence.
Less than two per cent of patients whose claims were finalised in 2003-04 and 2004-05
received such large payments.
The half million-plus claims most commonly related to mistakes allegedly made during
the care of pregnant women or children.
Payouts between $250,000 and $500,000 have also increased steadily from 2003 to 2006,
the most recent figures available.
But more than 80 per cent of patients were compensated less than $100,000, including
the increasing number of patients who received nothing.
The Australian Institute of Health and Welfare report showed almost 7,000 patients
or their families were in the process of suing their doctor between July 2005 and June
2006, including 700 cases in which the patient died, allegedly as a result of a medical
mistake.
About 2,000 alleged mistakes were made in the year to June 2006, and the rest represented
cases in progress from previous years.
Patients undergoing obstetrics services were most likely to sue - with babies the alleged
victims in about 10 per cent of claims - followed by patients undergoing general surgery
and emergency medicine.
More than one-third of claims related to medical or surgical procedures, followed in
frequency by misdiagnosis or failure to diagnose, and treatment issues including failure
to provide or delayed treatment and incorrect treatment.
The report covers 89 per cent of all claims made in the public sector.

NSW: Union welcomes new coal-loading terminal at Newcastle
The mining union has welcomed the approval of plans to build a new coal-loading terminal
at Newcastle .. but says it has come too late to save 79 sacked mine workers.
The Chinese government-owned Austar underground mine near Cessnock .. in the Hunter
Valley .. will axe 56 permanent jobs and another 23 contractor positions from late June.
The company says clogged port facilities at Newcastle have forced it to scale back
its coal export production.
The decision was explained to workers at a meeting yesterday .. the same day the New
South Wales government approved plans by a consortium of coalminers to build a new 922
million dollar terminal at the port.
A 78 dollar million expansion of the existing Kooragang terminal was also approved.
The new terminal will boost exports by one billion and generate up to five thousand
jobs .. but it will not be loading any coal until the second half of 2009.

Fed: Fewer IVF mums are having twins, says study
A study says the chances of having twins or other multiple births after fertility treatment
is falling.
It says the proportion of women using assisted reproductive technology who have twins
is high .. because of the number of embryos transferred at each treatment cycle.
A report by the Australian Institute of Health and Welfare shows the proportion of
multiple pregnancies resulting from ART fell from 19.4 per cent in 1994 to 18.1 per cent
in 2003.
At the same time the number of treatment cycles between 2002 and 2003 increased by nine per cent.
AIHW spokesman .. Professor MICHAEL CHAPMAN .. says the change reflects a fall in the
number of embryos being transferred per cycle in Australia and New Zealand.

Bowne Announces Third Quarter Results; Globalization and Outsourcing Segments Show Record Revenues.
NEW YORK, Nov. 8 /PRNewswire/ -- Bowne & Co., Inc. (NYSE: BNE) today announced operating results for the three months ended September 30, 1999. Net sales for the quarter reached $240,350,000 compared to $225,420,000 for the quarter ended September 30, 1998, a 7 increase.
Earnings before interest, taxes, depreciation and amortization (EBITDA) for the third quarter increased 10 to $26,370,000 from $24,026,000 for the third quarter 1998, which included a one-time charge of $6,000,000 for purchased in-process research and development pertaining to the acquisition of Donnelley Enterprise Solutions Incorporated. Net income for the quarter was $5,644,000, compared to $1,452,000 for the quarter ended September 30, 1998. Diluted earnings per share were $0.15 compared to $0.04 in the quarter ended September 30, 1998.
For the nine months ended September 30, 1999, net sales were $731,506,000, an increase of 14 as compared to $639,033,000 for 1998, while EBITDA decreased 8 to $83,690,000 from $90,560,000 in 1998, which included a charge for purchased in-process research and development. Net income for the nine months ended September 30, 1999, was $20,550,000. Diluted earnings per share were $0.56 compared to $0.79 for the nine months ended September 30, 1998.
Robert M. Johnson, chairman and chief executive officer of Bowne said, "While the level of financial print activity in the third quarter was better than last year, we certainly did not enjoy the same robust levels as the second quarter of 1999, in part due to the typical summer slowdown in financial print markets. However, our market share lead remains strong and should insure that we benefit from the M&A and IPO activity that does occur."

Research from University of Cincinnati Has Provided New Data on Public Administration.
"As government agencies, private sector corporations, the military, and even retail shoppers shift their activities to the Internet, cybersecurity becomes increasingly important. Past presidential administrations recognized that cybersecurity necessitates a comprehensive national policy to protect electronically transmitted and stored information from intrusion," researchers in Cincinnati, United States report.
"But so far, development of a coherent cybersecurity policy has proven to be a daunting task. A feasible policy framework that systematically arrays the issues and specifies parameters of constraints is lacking, and articulated policies and strategies are narrowly focused and implemented incrementally. The authors argue that recent government documents related to cyberspace form a positive foundation on which to build a comprehensive policy," wrote R.J. Harknett and colleagues, University of Cincinnati.
The researchers concluded: "Despite the incremental nature of cybersecurity progress, these key documents represent a cumulative process on which to build future policy."

Dydacomp Boosts Partnership Program at IRCE.
Dydacomp announced that they will be seeking integrated eCommerce solution partners for their Multichannel Order Manager (M.O.M.) order processing and fulfillment solution at the Internet Retailer Conference in San Diego on June 14-17.

May. 12, 2011 (China Knowledge) - Beijing Lashou Network Technology Co, which operates one of China's most popular daily coupon websites, Lashou.com, has raised US$110 million to expand its business and further compete with international rivals such as U.S.-based Groupon Inc. Growth capital firm Milestone Capital led the investment, and other investors included GSR Ventures, Norwest Venture Partners, Taishan Invest AG, and Tenaya Capital, as well as funds affiliated with Swiss luxury goods company Compagnie Financiere Richemont SA. GE Satcom Launches Triple-Play VSAT Service for Merchant Vessels Based on iDirect Platform.
iDirect, Inc. (iDirect), a company of VT Systems Inc. (VT Systems) announced that GE Satcom, a leading provider of satellite communications services throughout EMEA, has unveiled the commercial launch of a satellite-based communications service for merchant vessel operators based on iDirect's Intelligent Platform. Following a successful six-month pilot testing, the service has been scheduled for an initial roll out to 14 commercial ships.
